Dear Student Candidates;
We congratulate you for choosing our faculty within the scope of Lateral Transfer with Additional Article-1 Central Placement Score and wish you success in your education process. This article, in which the procedures to be carried out before and after the application and student registration acceptance process are explained in detail, has been prepared to inform prospective students;

Lateral Transfer with Central Placement Score: It is an application that allows students to change universities or departments independently of their GPA. In this application, the score values in the year the student takes the university exam are taken into consideration. If the student's central placement score in the year of enrollment is equal to or higher than the base score of the diploma program he / she wants to transfer to, the student can apply for transfer, including the preparatory class.

   a) UNDERGRADUATE PROGRAMS
The Departments of Biology, Physics, Chemistry and Mathematics in the Science Programs of our faculty; English Translation and Interpreting, History, Turkish Language and Literature, Sociology, Psychology and Sociology in the Literature Programs continue their education activities. It is planned the admission of students to the Department of English Language and Literature as of the fall semester of the 2024-2025 academic year.
In addition to the first (day) education programs in our faculty; There are also second (evening) education programs in the Departments of History, Sociology, Turkish Language and Literature.
The language of instruction in the History, Turkish Language and Literature and Sociology Departments of our faculty is 100% Turkish.
The language of instruction is 100% English in the Departments of Biology, Physics, Chemistry, Mathematics, English Translation and Interpreting, English Language and Literature, and 30% English in the Department of Psychology. Students enrolled in these departments are enrolled in the compulsory foreign language preparatory class at the School of Foreign Languages. The regular education period of the English preparatory class is two semesters and the maximum period is four semesters. Students who exceed the maximum period are not accepted to the department and are transferred to a similar program with 100% Turkish language of instruction by ÖSYM. Students who successfully complete the English preparatory class education within the specified periods or who are successful in the English preparatory class proficiency exam organized by our university or who have successfully completed the English preparatory class education in their previous higher education.
 
    b) QUOTA, SCORE TYPE, BASE SCORE INFORMATION
For each year, including the preparatory class, of each diploma program in higher education institutions, a quota of 30% of the student quota published in the Student Selection and Placement System Guide, not exceeding 90, is allocated for lateral transfer with Additional Article-1 Central Placement Score. (For example; 18 student quotas are allocated to a program with a 2022 ÖSYS quota of 60.) If the number of applicants exceeds the quota, the same number of substitute candidates are determined.     c) ONLINE APPLICATION PROCEDURES
Lateral Transfer Applications with 2024 Year Additional Article-1 Central Placement Score will be made online from the university information management system platform between the dates announced in the academic calendar. Please CLICK the link to access the e-application system. Applications sent via mail, e-mail, cargo, fax will not be processed. Student candidates who will apply online within the announced deadlines are obliged to define their identity, contact, education data and the documents written below to our information system in a complete, approved and authentic manner. Applications cannot be made after the application period is completed and documents cannot be added to the application file.
   Documents to be defined in the University Information Management System:

2-  ÖSYM Result Certificate  (ÖSYM candidate operations system)
3-  OSYM Placement Result Certificate  (ÖSYM candidate operations system)
4-  Student Certificate  (With wet signature or e-certified or e-government barcode)
5-  Disciplinary Status Certificate  (If not specified in other documents, wet signed or e-certified)
6-  Document showing that it has not made ROI with Additional Article 1 before  (Wet signed or e-certified if the method of registration is not specified in other documents)
7-  Transcript Document  [For those applying for intermediate classes] (Wet signed or e-certified or e-government barcoded)
8-  Course Content  [For intermediate applicants] (taken from the university website)
9-  Language Proficiency Certificate  [For applicants to the 2nd or 3rd year of our departments whose language of instruction is partially or fully in English] (A document showing that you have studied and passed the foreign language preparatory class or a foreign language certificate with national and international validity recognized by YÖK) *If the applicants to the preparatory or 1st year cannot submit a Language Proficiency Certificate, the students who are deemed eligible for transfer are taken to preparatory education. (Applications from Turkish programs will be evaluated within the scope of Article 18 of Annex-article 1 application principles).
       
    ç) APPLICATION REVIEW and EVALUATION PROCEDURES
The applications submitted by the candidates through the online system are examined and evaluated within the framework of the provisions of the “Regulation on the Principles of Lateral Transfer between Associate and Undergraduate Programs, Double Major, Minor and Credit Transfer between Institutions in Higher Education Institutions” and the “Additional Article 1 Application Principles” determined by the Higher Education Executive Board and the principles specified in the “Bolu Abant İzzet Baysal University Transfer Directive”.
Document-Data Review and Preliminary Evaluation Process:
During the document-data review and preliminary evaluation phase carried out by our department commissions, the following procedures are carried out respectively; 
a) The applications of candidates who have incomplete data and documents defined in the system, unverifiable e-documents, unapproved documents, inconsistencies between data and documents, who cannot meet the central placement score mentioned in the relevant legislation, who have previously lateral transferred with central placement score, who have received disciplinary penalties are rejected, and the rejection justification created by referring to the relevant article of the legislation is recorded in the UBYS Application Management module,
b) The ranking of the candidate whose application is approved is determined based on the central placement score of the candidate in the year he started his higher education and the ÖSYS score type / base score of the department he applied in the same year, the data is defined and saved in the UBYS Application Management module,
c) The list is downloaded in Excel format from the UBYS Application Management module, the information of the candidates who are eligible for the original and substitute quota, who are not eligible and whose applications are deemed invalid is categorized according to the department-program-class they applied for, converted into commission minutes, the title / name / surname of the commission members is added, the transcript is taken, wet signatures are completed, and hand delivered to the faculty document registration unit.
Determination and Announcement of Final Evaluation Results:
During the final evaluation and announcement of the results by the Faculty Executive Board, the following procedures are carried out respectively; 
a) In the event that incomplete or incorrect transactions are detected in the preliminary examination-evaluation results, the necessary correction-regulation is done,
b) Lateral transfer evaluation results are confirmed and decided by the board,
c) Announced in the UBYS application management module and on the faculty website.

    d) STUDENT ENROLLMENT
Registration-acceptance procedures of student candidates who are eligible to be placed in our undergraduate programs within the scope of Lateral Transfer with Additional Article-1 Central Placement Score will be held in our faculty. 
  • Before applying for enrollment, the application form must be filled out on the computer and the required documents must be taken.
  • The student who will be present during the application must submit the requested documents to the registration officer for checking. In cases where the student cannot be present, the registration application made by his/her proxy with a notarized power of attorney is processed.
  • Original copies or photocopies of other documents other than the application petition will not be submitted.
  • Registration applications via mail, cargo, fax and other means of communication will not be processed.
  • Candidates who do not register on the dates announced below cannot claim any rights.
  • The substitute candidate is registered instead of the original candidate who fails to register within the periods specified in the calendar.
  • Registration will not be made if any of the following documents cannot be submitted.

    e) DEREGISTRATION OF STUDENTS ENROLLED IN OUR PROGRAMS FROM OTHER UNIVERSITIES
The process of deregistration of students enrolled in our undergraduate programs from their previous higher education institutions will be initiated after the end of the student registration-admission dates. The student will not apply to our university and the other university for this process.
The list containing the information of the students whose enrollment is accepted is attached to the official letter of our faculty and sent to the relevant universities via electronic correspondence. The relevant university performs the student's deregistration process, transfers the data to the YÖKSİS database, and does not send any files or documents belonging to the student.
 
    f) CREDIT AND NOTE TRANSFER (Course Equivalency and Grade Adjustment)
The study process regarding the course equivalencies and grade adjustments of the students who are entitled to be placed in our departments whose medium of instruction is “Turkish” will be initiated after the student registration-admission process. Students within this scope will not apply separately.
Among the students enrolled in our departments whose medium of instruction is fully or partially “English”, the study process regarding the course equivalencies and grade adjustments of those who have taken foreign language preparatory class education or have a nationally / internationally recognized foreign language certificate will be initiated after the student registration-admission process. Students in this scope will not apply separately.
Among the students enrolled in our departments whose language of instruction is fully or partially “English”, the study process regarding the course equivalencies and grade adjustments of those who have not taken foreign language preparatory class education or do not have a nationally / internationally recognized foreign language certificate will be started at the end of the academic semester in which they successfully complete the English preparatory class at our university. Students in this scope will apply to the relevant Department Head after successfully completing the preparatory class.
The evaluations are made by the relevant department commissions within the framework of the provisions of the “Regulation on the Principles of Transferring Between Associate and Undergraduate Programs in Higher Education Institutions, Double Major, Minor and Inter-institutional Credit Transfer” and the “Additional Article 1 Application Principles” determined by the Executive Board of Higher Education and the provisions specified in the “Bolu Abant İzzet Baysal University Associate and Undergraduate Education Regulations” and “Bolu Abant İzzet Baysal University Lateral Transfer Directive”. 
Course equivalence is made on the basis of the language of instruction, content, national and international credit value of the equivalent course in our curriculum with the course that the student has been successful in the previous higher education institution, and the success points of these courses are converted into the BAİBÜ scoring system and grade adjustment is made. Preliminary evaluation results are proposed to the Dean's Office with the minutes of the relevant department commission, and the final results are confirmed with the decision of the Faculty Executive Board. The course and grade taken for credit and grade transfer are defined in the automation system by the faculty student affairs coordinatorship before the course registration process begins in order to be reflected on the student's transcript.
  
    g) DOCUMENT REQUESTS and INFORMATION
 
    ğ) TUITION FEE
Students enrolled in the first (day) education program do not pay tuition fees or contributions. Students enrolled in the second (evening) education program, students enrolled in the formal or open education programs of higher education institutions, students enrolled in the first education program of our departments within the scope of the second university, first education program students who cannot complete the undergraduate education period in eight semesters will be able to register for courses after depositing their tuition fees by declaring their student number consisting of nine digits to any branch of İşBank in the country before registering for courses. The tuition fee to be paid by the students can be seen on the course registration screen and is defined as a debt on the student numbers in the bank database.
 
    h) COURSE REGISTRATIONS
Students enrolled in the university are obliged to pre-register for their courses through the university information management system and send them for the advisor approval within the course registration period announced in the academic calendar, starting from the semester in which they are enrolled and until they graduate, after paying the contribution fee / tuition fee at the beginning of each semester. Previous semester courses that are not included in credit and grade transfer should be given priority for registration. 
 
    ı) DORMITORY PROCEDURES AND HOUSING
